Benefits
Housing for serving State Government employees of West Bengal on a transparent lottery basis. The houses are offered in the following categories based on grade pay:
ELEGANT:
- For employees with grade pay ₹8900/- & above; built-up area 1434 sq. ft. (three bedrooms, one drawing-cum-dining, one kitchen, two balconies, two toilets, two water closets & one store room); ₹3100/- per sq. ft.; total price ₹44,45,400/-.
PREMIUM:
- For grade pay between ₹7601/- to ₹8899/-; built-up area 1273 sq. ft.; ₹3100/- per sq. ft.; total price ₹39,46,300/-.
CLASSIC:
- For grade pay between ₹4801/- to ₹7600/-; built-up area 924 sq. ft.; ₹3100/- per sq. ft.; total price ₹28,64,400/-.
ECONOMY:
- For grade pay between ₹2901/- to ₹4800/-; built-up area 710 sq. ft.; ₹2200/- per sq. ft.; total price ₹15,62,000/-.
STANDARD:
- For grade pay up to ₹2900/-; built-up area 464 sq. ft.; ₹2200/- per sq. ft.; total price ₹10,20,800/-.
Note:
- The prices are purely tentative and may vary during actual execution on a no-profit-no-loss basis; any difference is payable by the allottee within sixty days from the date of demand.
Eligibility
All serving State Govt. employees as defined in West Bengal Service Rules — except those State Govt. employees who have their own housing scheme such as 'Pratyasha' for Policemen or similar housing schemes under the Government of West Bengal (as stated in Memorandum No. FD-647 dated 29th August, 2014 of the Finance Department, Govt. of West Bengal) — may apply for the New Town Project under the Akanksha Housing Scheme (AHS).
Documents required
- Copy of Identity Card
- Online application with deposit of ₹25,000 as "Application money" in any branch of Bank of Baroda by generating a challan through the online system.
- Copy of Aadhaar Card
- Residence proof of the applicant of the state of West Bengal
- Income certificate of the applicant.
How to apply
Exclusions: The following serving West Bengal State Government employees are ineligible — those already covered under any other housing scheme; All India Service officers; employees of local bodies (Panchayat, Municipalities, Corporations, etc.); teaching/non-teaching staff of non-Govt. schools & colleges/universities (even if aided/sponsored by the state Govt.); employees of various companies/undertakings (WBPDCL, WBSEDCL, CSTC, CTC, SBSTC, NBSTC, WBTEDCL, WBHIDCO, KMDA, KIT, KMWSA, etc.); retired but re-employed Govt. employees; and Judicial Service Officers of West Bengal.

- Fill out every field precisely, upload the scanned copies of the documents, and click Submit.

- Generate a challan using the online system and deposit ₹25,000 in any Bank of Baroda branch as Application Fees.

- Application must be made online only. No applicant is permitted to submit more than one application in this project.

What happens if the conflict arises between the builder and purchaser?
All disputes and differences by and between the parties and / or the said buildings and / or anything done in pursuance hereby shall be referred for arbitration to such person as may be appointed by the Housing Department as the sole arbitrator for adjudication in accordance with the Indian arbitration law in force. The decision of the Arbitrator shall be binding upon the parties.
Can the owner resell the house after buying it?
No, The owners of the property will not be able to sell the property to any person upto a period of 15 (Fifteen) years from the date of purchase, or his/her retirement from Government services, whichever is later.
When does the owner get possession of the property?
All allottees will take over the possession within 15 (fifteen) days from the date of issue of intimation letter regarding completion of the project irrespective of Completion Certificate obtained from the concerned authority.
Who will bear the cost of registration and deed of conveyance?
Cost of registration of the deed of conveyance will be borne by the allottee.
How will the allottees be selected?
The allottees will be selected on the basis of a transparent lottery system from all the complete applications received. Immediately after the conduct of lottery, a provisional Allotment Letter (PAL) will be issued to all the successful candidates.
Is car parking space available for all?
Department do not give any assurance to provide Car Parking Space to each and every allottee, however, the Car Parking Space so available will be distributed among the allottees by holding a separate lottery at separate cost to be so fixed up by the Department. The cost of such Car parking space shall be paid at a time within 30 (Thirty) days from the date of such lottery of Car parking space.
What would be the payment schedule for Elegant, premium, and classic houses?
The payment will be made in 6 parts - Application Money (₹25,000/-), Allotment money (40% of the Tentative total price to be paid within 45 days of the Allotment order), and 4 Installments, i.e., 20% payment Within 30 Days Of Completion Of 6th Floor Slab, 30% payment within 30 Days Of Completion Of 9th Floor Slab, 10% payment within 30 Days Of Completion Of Entire Building, and residual amount before taking possession.
What Would Be The Payment Schedule For Economy and standard flats?
The Payment Will Be Made In 3 Parts - Application Money (₹25,000/-), Allotment Money (20% of the tentative total price including application money to be paid within 45 days of the Allotment order), And Residual amount of the final price to be paid before possession
