Benefits
90% subsidy towards the installation of suitable Submersible / Centrifugal motor pump sets with accessories, subject to a maximum of ₹60,000/- per tubewell per individual.
NOTE: The subsidy amount is released through the Electronic Clearing System (ECS) if the applicant has undertaken the construction with his/her own funds. If a loan has been availed from a Nationalized Bank / Co-operative Bank towards the construction of the tubewell, the subsidy is remitted to the Bank against the loan account of the beneficiary.
Eligibility
- The applicant should be from the Scheduled Caste Category and a farmer in the Union Territory of Puducherry.
- The tubewell in which the submersible/centrifugal motor pump set is to be erected should have been registered with the Pondicherry Ground Water Authority, Puducherry.
- The applicant should hold a minimum of 1.5 acres of land under the command area of the tubewell, with ownership for at least 2 years and a clear ownership title deed in his/her name (the 1.5-acre holding may be in favour of the applicant, spouse, or a member of a joint/undivided family).
- Farmers who have already availed the subsidy for the said purpose within 5 years are not entitled to any benefit under this scheme.
- The applicant should not convert the lands for a maximum period of 10 years from the date of construction of the tubewell/filter point to any purpose other than agriculture, and should execute a bond accordingly.
Documents required
- The Nationality, Nativity, Caste Certificate and a Certificate issued by an officer not below the rank of the Deputy Tahsildar.
- The certificate for the ownership of the land issued by an officer not below the rank of Deputy Tahsildar.
- The copy of the Registration certificate, Permit and Energisation Certificate issued by the Pondicherry Ground Water Authority, Puducherry.
- Original bills for the expenses incurred towards the construction of the tubewell (or, if a Bank loan was availed, an attested copy of the original bills and a certificate from the Bank to that effect).
- Copy of the Aadhaar card, Farmers Identity Card, and Bank passbook front page.
- Upon selection, an affidavit signed before a Notary Public affirming that the land is under the applicant's possession, will not be sold/mortgaged/transferred for 10 years, and will not be converted for any purpose other than agriculture (with liability for legal action and recovery/cancellation of subsidy on breach).
How to apply

Obtain the mandatory PERMIT for the construction of a new/replacement tubewell from the Pondicherry Ground Water Authority, Puducherry.

- Approach the concerned office to construct the tubewell by deploying departmental machinery, or obtain an NOC to use private machinery registered with the Authority. An Agricultural Officer (Engg.) inspects the construction to verify pipes and materials used.

- After completion, request the prescribed application form from the concerned authority (Puducherry: Office of the Hydrogeologist-II, State Ground Water Unit & Soil Conservation, Thattanchavady, Puducherry-9; Karaikal: Office of the Additional Director of Agriculture, Karaikal), fill it in, attach documents, and submit within 90 days of completion — a unique seniority number is assigned on receipt.
