Benefits
Assistance to Training Institutions of the Ministry of MSME: the amount will not exceed the actual amount required for the creation or strengthening/expansion of infrastructure and meeting the revenue deficit, etc. of NI-MSME.
Assistance to State-Level EDIs: maximum ₹3.00 Crore per case (for physical infrastructure, equipment, faculty training, and skill-development capability), over and above any earlier ATI grant. The assisted EDI must complete construction within the timeframe and furnish a utilization certificate.
Assistance for Training Programmes (based on NSQF-compliant training hours, per Ministry of Skill Development base rates): Category I ₹38.50, Category II ₹33.00, Category III ₹27.50 per head per hour. Training of Trainers (ToTs) @ ₹60 per trainee per hour (or the common-norms/NSQF rate, whichever is less). The first installment is released in advance; subsequent installments on utilization progress. The rate includes overheads (motivation camps, hiring of space/equipment, utilities, stationery, project personnel, follow-up, etc.).
Eligibility
- Training Institutions of the Ministry of MSME: assistance for the creation or strengthening/expansion of infrastructure (including new branches/centres) and for meeting the revenue deficit, if any, of the National Institute for Micro, Small and Medium Enterprises (NI-MSME).
- State Level EDIs: existing State Level Entrepreneurship Development Institutes owned and controlled by a State Government/UT are eligible for creation or strengthening/expansion of their infrastructure (building, training aids/equipment, office equipment, computers, and support services like libraries/databases; land and staff quarters do not qualify). Financial assistance will not be available for setting up a new EDI.
- Training Programmes: assistance to conduct Skill Development training programmes at (a) NI-MSME, (b) NSIC, (c) KVIC, (d) Coir Board, (e) Tool Rooms/Technology Centres, and (f) MGIRI (of a revenue nature). Central Government may prescribe other conditions before sanction/release.

How to apply
Proposals from national and state-level EDIs and training institutions of M/o MSME for grant of financial assistance shall be submitted to the Deputy Secretary/Director (EDI), M/o MSME, Udyog Bhawan, New Delhi 110011. Post-application: the proposals are processed and submitted to the Screening Committee, which examines them and submits recommendations to the Secretary (MSME). After the Secretary's approval, administrative approval is conveyed and the admissible financial assistance is released per the approval letter. (Private training institutions/NGOs are not covered. An online mechanism is in place at www.ati.msme.gov.in.)
