Eligibility
- Individual Farmers:
- Must be a Scheduled Tribe (ST) and permanent resident of Arunachal Pradesh, aged 18–60, not a bank defaulter, not a government servant, with experience in fisheries/aquaculture and sufficient suitable land for aquaculture.
- Self-Help Groups (SHGs):
- Must be affiliated with APRSLM (Arunachal Pradesh State Rural Livelihood Mission); SHGs under NERCOMP (for Changlang) are also eligible; must be actively engaged in fisheries/aquaculture.
- Farmers Producer Organizations (FPOs):
- Must be registered, have at least 100 shareholders, at least one audited balance sheet, and be engaged in fisheries/aquaculture.

Apply online on the Atma Nirbhar Yojana portal: select "Login", click "Register Here", complete registration (name, Aadhaar number, email, mobile, password), and receive a User ID and password. Login, fill the complete application form, upload the required documents (photograph, caste certificate, residential certificate, land ownership proof, etc.), and submit. Alternatively (offline): visit the District Fisheries Development Office and request the prescribed application form (or download it), fill in all mandatory fields, attach documents, and submit to the District Fisheries Development Officers — requesting a receipt/acknowledgment.
