The present scheme on Biotechnology Industry Partnership Programme (BIPP) is a government partnership with Industries for public support on a cost sharing basis for: Path-breaking research in frontier futuristic technology areas having major economic potential and making Indian industry globally competitive and focused on IP creation with ownerships by Indian industry and where relevant, collaborating scientists. The development of appropriate technologies in the context of recognized national priorities in the area of agriculture, health, bioenergy, green manufacturing, when the scale of the problem has serious consequences for social and economic development.

Eligibility
- Proposals can be submitted by a single or consortia of Company(ies) incorporated under the Companies Act, 2013 or Limited Liability Partnership(s) (LLP) incorporated under the Limited Liability Partnership Act, 2008 — jointly with or without: public/private universities/colleges in India, national research laboratories, or not-for-profit private research labs/societies/foundations/NGOs.
- For Company/LLP: Minimum 51% of the shares of the Company should be held by Indian Citizens holding an Indian passport (excluding PIO and OCI holders); minimum half of the persons who subscribed to the LLP document as its Partners should be Indian citizens. The applicant Company/LLP should have adequate in-house facility to address project implementation (evaluated during a site visit) or be incubated at a recognized Incubation Facility.
- For Academic collaborator: Eligible academia means an entity having proper establishment documents; for a public/private institute, university, NGO, or research foundation, proper registration/accreditation from a government body is mandatory (e.g. AICTE, CSIR/DSIR/SIRO certificate, etc.).
Documents required
- Certificate of incorporation of the Company (under the Companies Act, 2013) or LLP registration (under the LLP Act, 2008)
- Proof of Indian shareholding/partnership (minimum 51% Indian citizens for a company; minimum half Indian citizen partners for an LLP)
- Detailed project proposal in the frontier/national-priority area
- Evidence of in-house R&D facility or a letter/MoU from a recognized incubation facility
- Registration/accreditation documents of any academic collaborator (AICTE, CSIR/DSIR/SIRO certificate, etc.)
- Any other document as required by BIRAC
How to apply
Interested Indian companies/LLPs (individually or in a consortium, with or without academic collaborators) should apply to BIRAC when a BIPP call is open. Submit the detailed project proposal along with the required documents (incorporation/registration, proof of Indian shareholding, R&D-facility/incubation evidence, and any academic collaborator's registration/accreditation). Proposals are evaluated (including a site visit to assess the in-house facility), and selected projects receive cost-shared viability-gap funding with IP ownership retained by the applicant company.
